The Vision

Brisbane Marina has been conceived as more than a marina. It is a vision to create a vibrant waterfront destination that supports Brisbane’s growing marine industry while reconnecting people with the Brisbane River.

Designed as a carefully master-planned precinct, Brisbane Marina will bring together premium marine workstores, private marina berths and integrated marine services in one strategically located destination. The project reflects a long-term commitment to creating high-quality marine infrastructure that meets the evolving needs of businesses, vessel owners and the broader boating community.

Through thoughtful planning, contemporary design and collaboration between Frank Developments, Direct Commercial Property and the wider consultant team, Brisbane Marina aims to establish a new benchmark for waterfront development in South East Queensland.

Following extensive consultation and design refinement, a revised Development Application has been lodged with Brisbane City Council, representing another significant milestone in the project’s progression.

Revised Development Application Lodged -July 2026

Following extensive consultation, planning and design refinement, a revised Development Application was lodged with Brisbane City Council.

The updated proposal, designed by Cavill Architects, expands the vision to include 91 premium marine workstores, more than 75 private marina berths and a range of integrated marine services across more than 30,000m² of Brisbane River frontage. The revised design places greater emphasis on the riverfront experience, creating stronger visual connections and a high-quality waterfront environment for marine businesses, owners and visitors.

This milestone reflects the continued evolution of Brisbane Marina and the collaborative work undertaken by Frank Developments, Direct Commercial Property and the broader consultant team as the project progresses through the planning process.

Tim brings more than 20 years’ experience across the Australian real estate investment sector, with expertise spanning industrial, office and retail markets. He has held senior leadership roles within large-scale, multi-asset investment platforms. He has operated across all stages of the real estate investment cycle, including capital structuring, acquisitions, portfolio management, investment oversight and capital realisation. During this time, he played a key role in growing a funds management platform to $2.5 billion, providing significant experience in scaling investment vehicles and managing institutional capital partnerships.

At DCP, Tim works closely with the Directors and investment team to support the continued growth of the platform, contributing to capital strategy, investment origination across multiple asset classes and the development of future investment vehicles.

Director

James Whitelaw is a Director of Direct Commercial Property (DCP), bringing more than 30 years’ experience in corporate finance, capital structuring and commercial property advisory to the business. He is widely recognised for his strategic, commercially pragmatic approach to complex transactions and his ability to deliver clear, disciplined outcomes for investors.

James commenced his career with Deloitte Touche Tohmatsu before founding HMW in 1991, which has since evolved into the nationally respected HMW Group. Through this platform, he has advised extensively across the commercial property and real asset sectors, working with private capital, institutional investors and developer-led groups.

At DCP, James plays a key role in investment strategy, transaction structuring and capital markets oversight. His expertise spans property development and investment trusts, equity and debt raisings, financial syndications, valuation methodologies, risk assessment and advanced financial modelling. He brings a deep understanding of how capital, governance and asset strategy intersect to drive long-term value.

James has advised on the successful acquisition, structuring and exit of businesses and property assets across Australia and internationally, providing DCP with a strong foundation of disciplined investment judgement and commercial rigour.

Ed Bull is the Founder and Managing Director of Direct Commercial Property (DCP), a specialist industrial and commercial real estate investment platform focused on disciplined capital deployment, capital preservation and long-term investor alignment.

With more than 25 years’ experience across industrial and commercial property, Ed brings deep expertise spanning land sales, development, leasing and investment strategy. Since establishing DCP, he has led 23 property syndications and private mandates, growing the platform to $261 million in funds under management and $438 million in total transacted value.

Ed’s approach is underpinned by strong commercial judgement and an exit-first mindset. From acquisition, he assesses liquidity, buyer depth, tenant covenant strength and market timing to protect investor capital and deliver strong risk-adjusted returns.

Prior to founding DCP, Ed spent over 15 years with CBRE, including as Senior Director, Industrial Capital Markets, advising on nationally significant transactions and helping establish the firm as a market leader. He is highly regarded for his unrivalled market knowledge, long-standing industry relationships and disciplined execution.
